Not saying about lying, i'll talk about peeking, "garp zhai/ garp lui".
Guys "garp" until too obvious mostly thus need to have the absence of girls, however girls can "garp" other guys even when they are with the guys, they have wide area of vision, and of course, good hypocritical and acting skills.

There is no definite who is a better liar, because everyone can have feelings for more than one individual at one time, when given the "suitable circumstances" and "opportunities".

Actually it depends. In rare situation lies can save a relationship, but most of the time lies ruin relationships because it shows dishonesty.

try to think of why your life partner wanted to lie to u? for me, it's because he/she doesn't want the relationship btw u and he/she comes to the end bcoz of some matter... that's y, lies comes out~ sometimes, when u found out that he/she is lying, u can choose to ignore it, if u still loves him/her, and jz let him/her keep the lie until he/she willing to tell u d truth, and try to accept it and forgive it~ this is what we call love~

Now back to the topic, there's no exact scientific proof that either sex is a better liar than one another. If you've been lied once, make that a life experience. (word) you once, shame on him/her, (word) you twice shame on you. That's about it.
